Agreed.

Mid-90's was probably her peak. Granted, she played a role in that Batman movie that was basically "stand around and talk in a sexy whisper and give lustful looks at Val Kilmer all the time," so it wasn't a stretch to make her seem very attractive in that part, but that's also not to say that she didn't have the full qualifications to back her "acting" up.

She probably would have been a decent Bond girl for the Pierce Brosnan era 007 films.
