Actually, if you look closely at cap #18, most of what people are seeing is really part of her dress. The hemline is clearly visible as a horizontal line through the whitish area. Above that line is just a flap of fabric from her dress. The tiny triangle of white below the line may be panties, but it's not much to get excited over. There's also a tiny flash of white in cap #27 that may be panties, but again it's not much.
